Responsible Consumption and Production
UNESA tracks the waste it generates and recycles
Universitas Negeri Surabaya (UNESA) operates a university-wide waste-monitoring framework supported by unit submissions, internal verification and operational records. The Directorate of Smart Sustainability Campus (USSC) records incoming waste and recovered materials, while generating units retain hazardous-waste transfer records. These sources connect waste-management activity with the quantities handled and the recovery routes used.
Institutional monitoring and operational procedures
The UNESA GreenMetric monitoring portal, maintained through the university’s information and communication technology and sustainability functions, receives unit evidence for internal verification and annual aggregation. Its Waste indicator account records a 2025 score of 1,675 out of 1,800, with the 2026 reporting round continuing. The portal organises institutional evidence; weighed registers provide the quantities associated with specific waste streams and reporting periods.
The Procedure for Receiving and Sorting Waste at TPS 3R, dated 7 August 2026, requires checking incoming loads and recording their initial weight or volume by category. The Procedure on Recording and Reporting Processed and Sold Waste, dated 1 July 2026, requires daily output measurements, warehouse-register entries, transaction and handover records, and a monthly report that is verified before approval.
The office-waste procedure, canteen and tenant procedure and business-unit procedure define segregation and transfer responsibilities before waste reaches the central facility. The waste-sales procedure adds weighing and transaction documentation for recovered materials. Together, these procedures connect source-level separation with reception, processing and onward handover.

Incoming waste and sorted recyclables
USSC’s incoming-waste log records the date, arrival time, source building or unit and weight in kilograms for each received load. Between 28 September and 6 October 2026, it records 83 loads totalling 5,068 kg from more than 15 sources. These include the faculties of Languages and Arts, Education, Sports and Health, Medicine and Psychology, the Laboratory School, Rectorate, library, Graha UNESA, student dormitory, food court, faculty canteen, sports facilities and campus tenants.
USSC’s September 2026 recap records 4,946 kg of sorted recyclables across three weighings, with material types and prices per kilogram. Approximately 3 tonnes were PET plastic and 1,381 kg were duplex board; the remainder included cardboard, paper, clear PP plastic, iron and aluminium. The SDGs Center waste-tracking account brings these measured records together with the university’s recovery activities.

Recycling and organic recovery
UNESA’s Social, Economic and Environmental Impact Report 2025, pp. 48–51, describes a waste bank serving the academic community and neighbouring residents, a TPS 3R facility processing waste from university units, and four shredding, sorting and processing machines, including a bottle press, sorting machine and bottle dryer. The report identifies paper recovery of 1.9 tonnes per month and compost production of 500 kg per month for campus green spaces and the campus forest. Plastic processing is described as having a capacity of up to 1.3 tonnes per month.

Figure 12.3.1.4. Paper-baling equipment and composting containers supporting recovery of paper and organic material. Supporting evidence.
For July 2025 to June 2026, UNESA reported approximately 28.29 tonnes of organic waste generated, comprising 16.97 tonnes of food and vegetable waste and 11.32 tonnes of leaves and garden waste. The corresponding previous-period figure was 27.54 tonnes. About 27.44 tonnes were treated on campus in 2025–2026, equivalent to approximately 97%, using black soldier fly larvae and aerobic composting. Programme reporting describes average processing at the maggot unit of 77.5 kg per day.
Eco-enzyme production provides another recovery route for household organic waste. The impact report identifies the product without assigning it a production quantity. This material is therefore described as a documented recovery activity alongside the quantified paper, compost and organic-waste records.

Hazardous waste records
Hazardous-waste transfers are recorded by weight on manifests. The Faculty of Medicine transferred 950 kg in October 2025, comprising 880 kg of expired chemicals and 70 kg of infectious waste, with a treatment certificate dated 31 October 2025. Klinik UNESA’s manifest recap records five collections of infectious clinical waste between 12 June and 15 August 2026, totalling 1,125 kg. The hazardous-waste evidence account describes the associated collection, storage and licensed treatment arrangements.
Recorded measures and reporting periods
| Record | Reporting period | Reported measure |
|---|---|---|
| GreenMetric Waste indicator | 2025 | 1,675 of 1,800 points |
| Organic waste generated and treated | July 2025–June 2026 | 28.29 t generated; 27.44 t treated |
| Paper recovered for recycling | Monthly figure in the 2025 report | 1.9 t per month |
| Compost produced | Monthly figure in the 2025 report | 500 kg per month |
| Plastic pressing | Capacity stated in the 2025 report | Up to 1.3 t per month |
| Waste received at the depot | 28 September–6 October 2026 | 5,068 kg in 83 loads |
| Sorted recyclables weighed | September 2026 | 4,946 kg |
| Faculty of Medicine hazardous waste | October 2025 | 950 kg |
| Klinik UNESA infectious waste | 12 June–15 August 2026 | 1,125 kg in five collections |
The measures retain their original boundaries: weighed loads, monthly outputs, equipment capacity, period-specific organic-waste totals and indicator scores. Keeping those descriptions alongside the quantities allows records to be traced to the relevant unit and reporting period.
Faculty participation and institutional review
At the 4 March 2026 IPPI coordination meeting, university units reviewed the 3R programme, organic and hazardous waste, wastewater and supporting documentation. On 24 April 2026, the UNESA GreenMetric team led by Prof. Sri Setyo Iriani carried out an on-site monitoring and evaluation visit at the Faculty of Food Security. The reported practices included using air-conditioning condensate for hydroponics, turning weeds into compost, and processing livestock manure into fertiliser and fish-feed inputs.
The Faculty of Education’s Waste Bank launch on 1 September 2025 provides a further dated example of participation by students and staff in separated plastic collection. The UNESA Go Zero Waste declaration on 9 May 2026 and the minister’s visit to the integrated waste facilities placed these local activities within the wider university programme. IPPI’s September 2026 account also reported national recognition in GreenMetric, including positions of 15th among state universities with legal-entity status and 28th nationally, within an international field described in the IPPI report as exceeding 2,100 institutions.
This combination of unit participation, central operational records and internal review gives the university a basis for tracing waste-management activity and improving the consistency of its reporting over time.
