UNESA extends its waste-minimisation expectations to suppliers
Universitas Negeri Surabaya (UNESA) communicates environmental expectations to suppliers through its Sustainable Procurement Circular and wider procurement controls. Supplier selection, packaging and material choices are part of this approach, connecting waste minimisation within the university with the goods and services it purchases.
Supplier selection and material requirements
The Rector’s Circular No. B/60705/UN38/HK.01.01/2023, signed on 31 July 2023, asks purchasing units to source goods from suppliers with sustainability policies and certification, cooperate with industry on environmental protection, and request sustainable, environmentally friendly packaging. It also promotes reduced paper and printer-ink consumption, greater use of recycled goods, and sustainable purchases from MSMEs. Its scope covers food and other operational supplies.

English translation of the circular’s action points
1. Purchase goods and products from suppliers that have sustainability policies and certification.
2. Cooperate with industry to protect the environment through sustainable procurement.
3. Ask suppliers to provide sustainable and environmentally friendly packaging.
4. Support local traders and suppliers of local and seasonal food.
5. Reduce the use of paper, printer ink and other consumables.
6. Increase the use of recycled goods.
7. Purchase sustainable goods, particularly from micro, small and medium enterprises.
The published supplier-policy account places these expectations within Rector’s Regulation No. 9/2026. Annex I section A describes supplier registration documentation, including business licences, tax identification, establishment documents, experience, financial statements and tax filings. Article 12 addresses delivery in accordance with contract quality, quantity, timing and location. Article 2 supports sustainable procurement and local economic participation, while Article 5 sets ethical requirements.
Supplier oversight also operates at faculty level. The Faculty of Education’s Procedure for Selection and Evaluation of External Providers, No. POS/09/UMUM-PEG-BMN/FIP-UNESA, revision 03 of 5 August 2022, requires inspection of received goods or services, an approved-provider list and annual supplier evaluation. It provides for corrective action or removal following poor performance. These controls support the management of supplier relationships alongside the university’s environmental purchasing expectations.
Local suppliers and the university purchasing network
The Ketintang environmental document records a preference for Surabaya products for operational needs. UNESA’s Social, Economic and Environmental Impact Report 2025 identifies local printers, suppliers of consumables and equipment, and craftspeople within its purchasing network. The report was issued in 2026; the expenditure below relates to 2025.
| Type of purchase | 2025 expenditure in IDR |
|---|---|
| Printing and stationery | 4,670,830,426 |
| Supplies and consumables | 44,182,950,195 |
| Crafts, souvenirs and local products | 28,747,739,759 |
| Total local MSME expenditure across all categories | 254,703,641,239 |

The range of purchases shows where supplier-selection and packaging expectations can be applied in practice, from stationery and operational supplies to food and locally produced goods. Expenditure records describe these purchasing relationships, while supplier documentation and contract controls provide the means to manage their delivery.
Environmental responsibilities in a provider contract
The Faculty of Medicine’s agreement with PT Putra Restu Ibu Abadi, No. 0021/KS/LEG/UNSFK-PRIA/LB3/I/2026, provides a specific example of environmental duties in an external-provider contract. Signed on 6 January 2026, it applies from 1 February 2026 to 31 January 2027. Article 2 covers transport and treatment of infectious clinical waste, expired pharmaceuticals and chemicals, contaminated laboratory equipment, wastewater-treatment sludge and specified electronic waste.
Under Articles 3 and 4, the contractor provides transport documents or electronic manifests, meets occupational safety and environmental requirements, assumes responsibility during transport and treatment, and issues receipt and treatment records identifying the quantity and type of waste. The contractor also warrants the validity of its operating permits. These contractual duties connect the university’s handling procedures with the external provider’s responsibilities.

English explanation of the contractor obligations
a. Transport hazardous waste from UNESA’s premises according to the agreed schedule, accompanied by a transport document and/or electronic manifest in accordance with applicable requirements.
b. Follow the agreed collection schedule. The clause also refers to at least annual collection for waste other than infectious clinical waste, accompanied by transport documentation.
c. Ensure occupational safety, health and environmental protection when the provider’s vehicle enters the university’s premises for collection.
d. Assume full responsibility for the hazardous waste from its departure through UNESA’s gate until it reaches the provider’s premises.
e. Assume responsibility for risks arising during treatment at the provider’s premises and manage the waste under operating procedures that prioritise safety.
f. Issue a hazardous-waste treatment certificate and receipt record to UNESA stating the amount and type of hazardous waste received at the provider’s plant.
g. Warrant that its legal documents accurately reflect the licences issued by the Ministry of Environment and the relevant government agencies.
The 2023 circular provides the direct basis for supplier-selection and packaging expectations. The procurement regulations, supplier evaluation procedure and waste-provider agreement show how environmental responsibility is supported by registration, delivery controls and specific contractual duties across the university’s external relationships.
