SDGs Center Feasible Plan

The Feasible Plan turns the SDGs Center’s Grand Design 2025-2030 into a year of work: four stages over twelve months, the resources and responsibilities behind each activity, and performance targets that can be checked, aimed at integrating UNESA’s SDG programmes by 2027.

Months are counted from the start of implementation, M1 to M12. Dates, assignments and budget are set by the SDGs Center’s management.

Stages and schedule

One work cycle in four stages, each with its priorities, outputs and the conditions for starting it.

Stage 1 · M1-M3

Laying the foundations

Priorities: Clarify the mandate, responsibilities, baseline and programme needs.

Outputs: Proposed division of roles, a list of priority programmes, a data inventory and draft SOPs.

Before it starts: Agreement on scope, data access, staff availability and funding needs.

Stage 2 · M4-M6

Integrating systems

Priorities: Run the first evidence repository, complete the programme mapping and prepare the pilot programmes.

Outputs: A first repository, an indicator register, an evidence plan, and draft programmes for SDG 1, 3 and 17.

Before it starts: SOPs and data owners set; resources and programme plans approved.

Stage 3 · M7-M9

Implementing and verifying

Priorities: Run the pilot programmes, monitor early results and check the quality of the evidence packages.

Outputs: Implementation records, verified evidence packages, evaluation findings and an improvement plan.

Before it starts: Programmes approved; measurement instruments, partners and verification criteria in place.

Stage 4 · M10-M12

Evaluating and reporting

Priorities: Complete verification, write the annual report and set the follow-up actions.

Outputs: The annual report, the results of four evaluation cycles, and recommendations for the next work plan.

Before it starts: Data collected before the internal deadline, and verification results reviewed by management.

Funding

The budget follows the approved work plan, in four lines:

  • Coordination and capacity building
  • System and data management
  • Running the pilot programmes
  • Monitoring, evaluation and reporting

Funding can come from the institutional budget, EQUITY funds under their rules, or partner support.

Performance targets

Targets for 2027 from the Grand Design; all figures are targets, measured as defined below.

CodeAreaTargetMeasure
K01ProgrammesAll priority programmes mappedCode, indicator, person in charge, funding source and evidence plan for each.
K02Evidence≥80% of evidence packages verifiedOf the required packages, before the internal deadline.
K03Monitoring4 cycles of quarterly monitoringEach cycle records findings and follow-up.
K04Reporting1 report each yearCovering programmes, indicators, evidence and recommendations.
K05Pilots≥1 per SDG programme for SDG 1, 3 and 17At least one for each priority SDG, not one in total.

How each target is measured

  • Priority programmes: the list of programmes set by the SDGs Center’s management; mapping is checked against that list.
  • Evidence packages: packages verified divided by all required packages, times 100%. A package without adequate documents does not count as verified.
  • Monitoring: each cycle’s report lists findings, the owner of each follow-up action and a completion date.
  • Pilot programmes: recorded separately for SDG 1, 3 and 17, with the plan, implementation, beneficiaries and evidence of outputs.

Readiness

Four conditions for starting: authority, data, resources and an evaluation process.

01

Approval and assignment

02

Baseline and data access

Data owners, indicator list, archive sources and access permissions in place.

03

Resources and budget

Staff time, facilities, partners and costs confirmed.

04

Verification and evaluation

Evidence criteria, internal deadlines and the follow-up process set.
