UNESA commits against forced labour and unfair recruitment

Universitas Negeri Surabaya (UNESA) prohibits sexual slavery, trafficking in persons for sexual exploitation and the exploitation of students by lecturers for the perpetrator's gain, for everyone who works on its campus, under Rector's Regulation 11/2024, set on 3 May 2024 and in force (Universitas Negeri Surabaya, 2024a; JDIH Universitas Negeri Surabaya, 2026). UNESA also applies the national regulation on violence in higher education (Permendikbudristek 55/2024), which forbids lecturers, education staff and university partners to commit economic exploitation through forced labour, and its anti-violence team trained other universities on that regulation in July 2026 (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, 2024; Direktorat Pencegahan dan Penanggulangan Isu Strategis UNESA, 2026a). Against child labour, UNESA's 2026 recruitment of fixed-term staff accepts only applicants aged 18 or over, charges no fees and puts every hire on a signed work agreement (Universitas Negeri Surabaya, 2026a).

Commitment against forced labour and modern slavery

UNESA prohibits sexual slavery and exploitation for everyone who works on its campus. Rector's Regulation Number 11 of 2024 on the Prevention and Handling of Violence lists sexual slavery (perbudakan seksual) and the crime of trafficking in persons for sexual exploitation among the forms of sexual violence (Article 9(2)(w) and (x)), and lists exploitation between lecturer and student for the benefit of the reported person as physical violence (Article 6(2)(d)). Each may be sanctioned academically, administratively or by discipline (Article 9(3)), and the regulation covers the academic community, education staff and every person who works on campus (Article 1(10)) (Universitas Negeri Surabaya, 2024a). UNESA's legal database lists the regulation as in force (JDIH Universitas Negeri Surabaya, 2026).

UNESA applies the national ban on forced labour in higher education. The Minister's Regulation Number 55 of 2024, set on 10 October 2024, forbids lecturers, education staff, students and university partners to commit violence (Article 7(1)) and names economic exploitation through forced labour for the perpetrator's economic gain ("eksploitasi ekonomi melalui kerja paksa") as physical violence (Article 9(2)(d)) (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, 2024). From 20 to 22 July 2026 the head of UNESA's sub-directorate for preventing and handling violence was a resource person at LLDIKTI Region II's forum on implementing this regulation in the region's universities (Direktorat Pencegahan dan Penanggulangan Isu Strategis UNESA, 2026a), and on 18 August 2026 UNESA's Directorate for Prevention of Strategic Issues introduced the regulation's forms of violence to 451 new students of the Faculty of Food Security (Direktorat Pencegahan dan Penanggulangan Isu Strategis UNESA, 2026b).

UNESA employs its staff only on signed terms, with pay, leave and the right to resign. Rector's Regulation 37/2024 on staff, in force since 1 January 2025, appoints a staff member only after the person signs a work agreement (Article 38), gives permanent staff salary, allowances, leave, health, old-age, pension, work-accident and death insurance (Article 15) and fixed-term staff salary, allowances and leave (Article 16), and lets any staff member leave with honour at their own request (Article 67(1)(c)). Its staff policy rests on non-discrimination, justice and equality (Article 2) (Universitas Negeri Surabaya, 2024b). UNESA's August 2025 call for 40 non-permanent education staff was published openly, with registration from 17 to 23 August 2025, and states that the whole selection process is free of charge (Universitas Negeri Surabaya, 2025).

Commitment against human trafficking and child labour

UNESA recruits only adults, charges no fees and puts every hire on a written contract. UNESA's call for 90 fixed-term employees (Tenaga Kerja Waktu Tertentu), signed on 12 June 2026, requires applicants to be at least 18 and at most 35 years old, states that registration and every stage of selection are free of charge, and appoints each successful applicant on a signed two-year work agreement (Universitas Negeri Surabaya, 2026a). The same minimum age of 18 applies to permanent non-civil-servant education staff under Rector's Regulation 050/2015 (Article 2(1)(a)) (Universitas Negeri Surabaya, 2015).

UNESA works with the authorities against human trafficking. On 18 November 2025 UNESA's Faculty of Law held a legal-education session with the East Java Agency for Women's Empowerment, Child Protection and Population and the human trafficking unit of the East Java Regional Police, covering trafficking methods such as fake job offers, sexual exploitation, document forgery and forced labour, and the protection of Indonesian migrant workers (Fakultas Hukum UNESA, 2025). On 5 February 2026 UNESA signed a partnership with the National Human Rights Commission (Komnas HAM) to strengthen human rights literacy and promotion (Universitas Negeri Surabaya, 2026b).
