UNESA has a plan to reduce its energy consumption

Universitas Negeri Surabaya (UNESA) has an energy efficiency plan to reduce its overall energy consumption. The Rector’s Climate Action Plan circular of 31 July 2023 commits the university to cut its electricity use by 10% and raise its use of solar panel energy by 20% every year (Universitas Negeri Surabaya, 2023), and Circular Letter Number B/44908/UN38.II/HK.01.01/2026 of 6 April 2026 tells every work unit to keep air conditioning at 25 degrees Celsius or higher, use electrical devices efficiently, make better use of rooms and cut official travel by up to 50% at home and 70% abroad, with monitoring and evaluation (Universitas Negeri Surabaya, 2026).

Policy basis

The 2023 Climate Action Plan, point 2, “Mengurangi pengunaan energi di lingkungan universitas” (Reducing energy use at the university), lists: “Meningkatkan penggunaan energi solar panel sebesar 20% setiap tahun” (Increasing the use of solar panel energy by 20% every year) and “Pengurangan penggunaan listrik sebesar 10% setiap tahun” (Reducing electricity use by 10% every year) (Universitas Negeri Surabaya, 2023).

The 2026 circular, point 5(b)(2): “Pengaturan penggunaan pendingan ruangan paling rendah pada suhu 25ºC dan perangkat Listrik lainnya secara efisien” (Air conditioning is to be set no lower than 25 degrees Celsius and other electrical devices are to be used efficiently) (Universitas Negeri Surabaya, 2026).

Yearly targets for less electricity and more solar power

UNESA has set numerical targets for its energy use. In the Climate Action Plan circular the Rector tells the whole academic community that UNESA will reduce energy use on campus by limiting how long electricity is used, increasing the use of solar panel energy by 20% every year, reducing electricity use by 10% every year and promoting energy saving in the community (Universitas Negeri Surabaya, 2023). UNESA’s net zero commitment adds a longer-term aim of cutting emissions by 50% by 2030 through energy-saving equipment, namely inverter air conditioners, laptops with an energy-saving label and LED-only lamps (Universitas Negeri Surabaya, n.d.).

Energy-saving rules for every work unit from April 2026

UNESA cut the energy needed for work and study across the university in 2026. Following the Minister of Higher Education, Science and Technology’s Circular Number 2 of 2026, UNESA’s circular of 6 April 2026 tells the head of every work unit to take energy and mobility efficiency measures: limiting non-urgent operational and official vehicles and encouraging public transport, setting air conditioning no lower than 25 degrees Celsius and using other electrical devices efficiently, making better use of classrooms, meeting rooms and office facilities, and holding meetings and coordination on digital platforms (point 5). Staff work from the office Monday to Thursday and from home on Friday, with at least 80% of a unit’s staff in the office at the same time; lecturers’ timetables are concentrated so that each can work from home one day a week; remote learning is used proportionally for students from semester 5 and postgraduate students, while practicals, laboratories, studios, clinics, workshops and field practice stay face-to-face; and official travel is cut by up to 50% at home and 70% abroad (points 1, 3 and 5). The arrangements are monitored and evaluated (point 6) (Universitas Negeri Surabaya, 2026). On 14 April 2026 UNESA’s Master of Science Education programme reported these measures as being applied across the university, in support of SDG 7 (S2 Pendidikan Sains UNESA, 2026).

Energy as a pillar of the sustainable campus

UNESA’s leaders place energy at the centre of campus sustainability. At a workshop on 5 May 2026 the Vice-Rector for Research, Innovation, Ranking, Publication and Science Center, Bambang Sigit Widodo, set out a sustainable campus built on five pillars: water, waste, energy, campus mobility and ecology (Direktorat IPPI UNESA, 2026b). In September 2026 the Directorate of Innovation, Ranking and Scientific Publication reported that UNESA has installed sensor-based automatic lighting in a number of rooms so that electrical equipment runs only when it is actually needed (Direktorat IPPI UNESA, 2026a).
