UNESA protects those who report discrimination from disadvantage

Universitas Negeri Surabaya (UNESA) protects those who report discrimination through Rector's Regulation (Peraturan Rektor) Number 11 of 2024 on the Prevention and Handling of Violence, issued on 3 May 2024. From the moment a report reaches the task force, UNESA protects the victim, witnesses and companions in their access to study, research and community service, and keeps their identity confidential (Rector, 2024). UNESA applied this protection in 2025 and 2026, and in 2026 added an anonymous reporting system.

Protects those reporting discrimination from educational disadvantage

Universitas Negeri Surabaya (UNESA) protects those reporting discrimination from educational disadvantage through Rector's Regulation Number 11 of 2024 on the Prevention and Handling of Violence, which counts discrimination and intolerance, including discrimination based on sex, as violence (Article 5(1)(e) and Article 11), so reports of discrimination follow the same protected procedure. UNESA accepts reports from the victim, a witness or a companion (Article 22). UNESA's protection starts as soon as a report reaches the task force and covers access to academic activities, protection of identity, and the recording of any threat by the reported person as input for sanctions (Article 26). UNESA guarantees the victim continuity of study, and the recovery period does not reduce the study period (Article 27(3)(e) and (f)) (Rector, 2024).

UNESA's reporting service keeps the data and identity of the victim, witness and companion confidential (Article 12(3)(c)) (Rector, 2024). On 7 August 2025 the task force published its reporting channels, a WhatsApp line, the Instagram account @satgasppk_unesa and the Lapor PPK form, at a session for campus security officers (Satgas PPKPT, 2025).

In 2026 UNESA strengthened reporting further. On 13 April 2026, at the opening of the PPIS month at the Faculty of Law, the head of the sub-directorate for the prevention and handling of violence, Iman Pasu Purba, introduced SPARTA (Sistem Pelaporan Terintegrasi yang Aman, Rahasia, dan Anonim), an integrated reporting system that is secure, confidential and anonymous. He described support for victims covering legal, medical, psychological and social recovery, and the directorate asked faculties for a counselling room in every faculty and a focal point for handling violence (Fakultas Hukum, 2026).

On 19 August 2026 UNESA Campus 5 in Magetan told new students that the task force protects both victims and those who report, that reports can be made through an online form, and that follow-up includes psychological support for victims (Kampus 5 Magetan, 2026).

UNESA also protects students who report discrimination on the basis of disability. National Ministerial Regulation (Permendikbudristek) Number 48 of 2023 on Reasonable Accommodation for Students with Disabilities, set on 4 August 2023 and in force at UNESA, lets the public report violations of reasonable accommodation and requires the identity of the reporting party to be protected (Article 27(1) and (3)) (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, 2023). Under Rector's Regulation Number 1 of 2025 on the Organisation of Units under the Rector, set on 3 January 2025, UNESA's Centre of Excellence for Disability Science and Technology (Pusat Unggulan IPTEK Disabilitas) provides mentoring and advocacy services for students with disabilities (Article 326(1) and (2)(b)) (Universitas Negeri Surabaya, 2025).

Protects those reporting discrimination from employment disadvantage

Universitas Negeri Surabaya (UNESA) protects those reporting discrimination from employment disadvantage: the protection in Article 26(2)(b) covers access to research and community service as well as teaching and study, the core duties of UNESA lecturers, and applies to every member of the UNESA community, including education staff and every person who works on campus (Article 1(10)). UNESA sanctions a reported lecturer or staff member found to have committed violence under national civil-service rules or, for non-civil-servant staff, the code of ethics and UNESA staffing rules (Article 34) (Rector, 2024).

On 29 and 30 October 2025 Universitas Negeri Surabaya hosted the national workshop Mewujudkan Kampus Sehat, Aman, dan Inklusif (Building Healthy, Safe and Inclusive Campuses) for 116 participants from 48 universities, where UNESA staff from the Centre for Inclusion and Equality Mainstreaming (PPIS) taught case mitigation and how to write case conclusions and recommendations (Fakultas Ilmu Sosial dan Politik, 2025).

From 20 to 22 July 2026 Iman Pasu Purba, on an assignment from the ministry's Directorate of Learning and Student Affairs, taught universities under the regional higher education office LLDIKTI Wilayah II in Bandar Lampung how to apply Ministerial Regulation (Permendikbudristek) Number 55 of 2024 on preventing and handling violence, drawing on UNESA's integrated system for prevention, case handling and victim protection (Direktorat Pencegahan dan Penanggulangan Isu Strategis, 2026).
