UNESA protects those who report discrimination

Universitas Negeri Surabaya (UNESA) protects those who report discrimination through Rector's Regulation (Peraturan Rektor) Number 11 of 2024 on the Prevention and Handling of Violence, issued on 3 May 2024. From the moment a report reaches the task force, UNESA protects the victim, witnesses and companions in their access to study, research and community service, and keeps their identity confidential (Rector, 2024). UNESA's task force also applies national Ministerial Regulation Number 55 of 2024, which gives every person who reports violence, including discrimination, the right to access education services and to protection from losing their job (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, 2024). UNESA applied this protection in 2025 and 2026, and in 2026 added an anonymous reporting system.

Protects those reporting discrimination from educational disadvantage

Universitas Negeri Surabaya (UNESA) protects those reporting discrimination from educational disadvantage through Rector's Regulation Number 11 of 2024 on the Prevention and Handling of Violence, which counts discrimination and intolerance, including discrimination based on sex, as violence (Article 5(1)(e) and Article 11), so reports of discrimination follow the same protected procedure. UNESA accepts reports from the victim, a witness or a companion (Article 22). UNESA's protection starts as soon as a report reaches the task force and covers access to academic activities, protection of identity, and the recording of any threat by the reported person as input for sanctions (Article 26). UNESA guarantees the victim continuity of study, and the recovery period does not reduce the study period (Article 27(3)(e) and (f)) (Rector, 2024).

UNESA's reporting service keeps the data and identity of the victim, witness and companion confidential (Article 12(3)(c)) (Rector, 2024). During recovery, a victim or witness who is a student does not lose study time and is not counted as on leave, and a student who falls behind is entitled to extra academic supervision (Article 92(a) and (c) of Ministerial Regulation Number 55 of 2024) (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, 2024). On 7 August 2025 the task force published its reporting channels, a WhatsApp line, the Instagram account @satgasppk_unesa and the Lapor PPK form, at a session for campus security officers (Satgas PPKPT, 2025).

In 2026 UNESA strengthened reporting further. On 13 April 2026, at the opening of the PPIS month at the Faculty of Law, the head of the sub-directorate for the prevention and handling of violence, Iman Pasu Purba, introduced SPARTA (Sistem Pelaporan Terintegrasi yang Aman, Rahasia, dan Anonim), an integrated reporting system that is secure, confidential and anonymous. He described support for victims covering legal, medical, psychological and social recovery, and the directorate asked faculties for a counselling room in every faculty and a focal point for handling violence (Fakultas Hukum, 2026).

On 19 August 2026 UNESA Campus 5 in Magetan told new students that the task force protects both victims and those who report, that reports can be made through an online form, and that follow-up includes psychological support for victims (Kampus 5 Magetan, 2026).

UNESA also protects students who report discrimination on the basis of disability. National Ministerial Regulation (Permendikbudristek) Number 48 of 2023 on Reasonable Accommodation for Students with Disabilities, set on 4 August 2023 and in force at UNESA, lets the public report violations of reasonable accommodation and requires the identity of the reporting party to be protected (Article 27(1) and (3)) (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, 2023). Under Rector's Regulation Number 1 of 2025 on the Organisation of Units under the Rector, set on 3 January 2025, UNESA's Centre of Excellence for Disability Science and Technology (Pusat Unggulan IPTEK Disabilitas) provides mentoring and advocacy services for students with disabilities (Article 326(1) and (2)(b)) (Universitas Negeri Surabaya, 2025).

Protects those reporting discrimination from employment disadvantage

Universitas Negeri Surabaya (UNESA) protects those reporting discrimination from employment disadvantage. UNESA's Directorate for the Prevention and Handling of Strategic Issues (PPIS), which runs the task force, publishes Ministerial Regulation (Permendikbudristek) Number 55 of 2024 on the Prevention and Handling of Violence in Higher Education, set on 10 October 2024, among the rules it applies. Under it, UNESA treats discrimination and intolerance as violence (Article 6(2)(e)) and any person who reports violence they experienced or know about as a reporter (Article 1(13)). UNESA gives victims and reporters the right to protection from threats or violence by the reported person, confidentiality of identity, access to education services and protection from losing their job (Article 93(1)(b), (d), (e) and (f)), and witnesses the same protection from losing their job (Article 93(2)(d)). A lecturer or education staff member who is a victim or witness keeps their rights under the law during recovery (Article 92(b)), and the task force can act at once to secure the continued education or work rights of a victim or a reporting witness (Article 52(1)(d)) (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, 2024).

UNESA's own regulation applies the same protection to staff. The protection in Article 26(2)(b) covers access to research and community service as well as teaching and study, the core duties of UNESA lecturers, and applies to every member of the UNESA community, including education staff and every person who works on campus (Article 1(10)). UNESA sanctions a reported lecturer or staff member found to have committed violence under national civil-service rules or, for non-civil-servant staff, the code of ethics and UNESA staffing rules (Article 34) (Rector, 2024).

On 12 October 2026 UNESA's task force briefed the lecturers and education staff of the Faculty of Economics and Business on the six forms of violence in Ministerial Regulation Number 55 of 2024 and on the reporting procedure, and urged staff to report (Direktorat Pencegahan dan Penanggulangan Isu Strategis, 2026a); the same day it held the session for lecturers and education staff of the Faculty of Social and Political Sciences (Direktorat Pencegahan dan Penanggulangan Isu Strategis, 2026b).

On 29 and 30 October 2025 Universitas Negeri Surabaya hosted the national workshop Mewujudkan Kampus Sehat, Aman, dan Inklusif (Building Healthy, Safe and Inclusive Campuses) for 116 participants from 48 universities, where UNESA staff from the Centre for Inclusion and Equality Mainstreaming (PPIS) taught case mitigation and how to write case conclusions and recommendations (Fakultas Ilmu Sosial dan Politik, 2025).

From 20 to 22 July 2026 Iman Pasu Purba, on an assignment from the ministry's Directorate of Learning and Student Affairs, taught universities under the regional higher education office LLDIKTI Wilayah II in Bandar Lampung how to apply Ministerial Regulation (Permendikbudristek) Number 55 of 2024 on preventing and handling violence, drawing on UNESA's integrated system for prevention, case handling and victim protection (Direktorat Pencegahan dan Penanggulangan Isu Strategis, 2026c).

Further evidence

Universitas Negeri Surabaya runs a system for protecting people who report discrimination through policies grounded in national regulations and strengthened by the university's own legal instruments. All of these policies require the task force set up at every university to have reporting, examination and support mechanisms that guarantee the confidentiality of the reporter's identity. UNESA's PPKPT Task Force carries out these policies at campus level. The mechanism is complemented by legal assistance, confidentiality of identity and guaranteed safety for reporters, managed through internal campus SOPs that serve as the draft of a Reporter Protection Regulation. The unit also has a 24-hour communication and complaint channel: the complaint hotline +6281230055244 and Instagram messages. Besides serving as a reporting channel, Instagram is used for education and outreach, sharing educational information, public awareness campaigns and service announcements for members of the academic community who need help. UNESA affirms that every report of sexual violence is handled professionally and confidentially, upholding the principles of justice and protection for victims. Its work on cases of sexual harassment and violence in 2025 is recorded in the many summons letters it issued to reported parties and to people giving statements (Satgas PPKPT UNESA, 2025, internal records).

Universitas Negeri Surabaya also protects people who report discrimination based on disability. National Regulation of the Minister of Education, Culture, Research and Technology Number 48 of 2023 on Reasonable Accommodation for Students with Disabilities in Formal Early Childhood, Primary, Secondary and Higher Education states that the reporter's identity is protected and may not be disclosed (Article 27(3)) (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, 2023). The regulation also gives the campus community the right to complain about violations of accessibility and reasonable accommodation, including for students with disabilities, so every reporter has legal protection without suffering academic disadvantage. UNESA has built on it in Rector's Regulation Number 1 of 2025 on the Organisation and Working Procedures of Units under the Rector, Article 325, which makes the Centre of Excellence for Disability (PUI Disabilitas) responsible for mentoring services for students with disabilities, assistive technology and volunteer companions (Universitas Negeri Surabaya, 2025). UNESA's student mentoring document describes the academic and non-academic support that keeps students with disabilities in full access to lectures, campus activities and careers, without risk of retaliation for reporting discrimination.
