UNESA measures and publishes its application and acceptance figures for every programme each year

Universitas Negeri Surabaya (UNESA) measures how many people apply to and are accepted by each of its study programmes, by admission route, and publishes the figures every year on its admissions website, with tables online for the 2024/2025, 2025/2026 and 2026/2027 intakes (Admisi Unesa, n.d.-a; Admisi Unesa, n.d.-b; Admisi Unesa, n.d.-c). For the 2025 intake UNESA accepted 6,262 of 44,204 applicants through the national school-record route (SNBP) and 8,813 of 66,670 applicants through the national test route (SNBT) (Irawan, 2025; Dinas Komunikasi dan Informatika Provinsi Jawa Timur, 2025). In September 2025 UNESA’s leaders reviewed the 2025 admissions results to plan the 2026 intake (Universitas Negeri Surabaya, 2025).

Applicants and acceptances recorded for every programme and route

For each programme, UNESA’s admissions office publishes the quota, the number of applicants and the number accepted through each route: SNBP, SNBT and UNESA’s own selection (SPMB). The tables cover all faculties and the off-campus programmes, and are kept online for successive intakes, so that changes from year to year can be followed (Admisi Unesa, n.d.-a; Admisi Unesa, n.d.-b; Admisi Unesa, n.d.-c). The 2025/2026 figures for four programmes show how competitive entry is:

UNESA also reports its totals by route. For the 2025 SNBP route it received 44,204 applications and accepted 6,262 students into 109 programmes in 13 faculties (Irawan, 2025); for the 2025 SNBT route it received 66,670 applications and accepted 8,813 (Dinas Komunikasi dan Informatika Provinsi Jawa Timur, 2025).

Admissions results are reviewed every year

On 27 September 2025 UNESA held a workshop in Madiun to monitor and evaluate its 2025 national test-based admissions. Vice-rectors, deans, directors and the units concerned each presented their results, evaluation findings, follow-up actions and plans for improving new student admissions. The university committed to mapping where applicants come from, the demand for each programme and the regions of applicants’ schools, as a basis for the 2026 intake (Universitas Negeri Surabaya, 2025).

Universitas Negeri Surabaya (Unesa) collects and manages student admission data through integrated internal platforms, namely SIMAK, SIAKAD, and the Online Admission System (https://admisi.unesa.ac.id/). These systems record applicant information throughout the admission cycle, from registration and document verification to final admission status, including applicants with disabilities. Sex-disaggregated student data is available through the university’s public data portal, Pangkalan Data Unesa (https://pd-unesa.unesa.ac.id/). This allows the university, researchers, and policymakers to monitor the representation of women among applicants and enrolled students over time, and to calculate application and entry rates by sex.

The admission process is governed by the Standard Operating Procedure (SOP) for new student admissions (). The SOP applies the same requirements, stages, and procedures to all applicants. Women and men therefore have equal opportunities to apply for and gain admission to Unesa. In addition, SOP No. POB-AK-010 () governs the correction of registration data, covering applicant reporting, document verification, processing by the service and information systems development divisions, and electronic and manual archiving, which ensures the accuracy and integrity of the data.

Furthermore, Unesa systematically monitors and evaluates admissions through selection monitoring, mapping of study program preferences, and identification of applicants’ regions of origin (https://www.unesa.ac.id/komitmen-tingkatkan-mutu-unesa-siapkan-terobosan-untuk-penerimaan-mahasiswa-baru-tahun-2026/).

These mechanisms provide a foundation for monitoring women’s participation in higher education. This supports SDG 5 by promoting equal, non-discriminatory access to higher education, and the university is committed to further strengthening sex-disaggregated reporting of application and acceptance rates.
