UNESA sets a smoke-free area policy for its campus

Universitas Negeri Surabaya (UNESA) maintains a partial smoke-free campus policy, Rector's Regulation (Peraturan Rektor) Number 31 of 2023 on the Smoke-Free Area within Universitas Negeri Surabaya (Kawasan Tanpa Rokok di Lingkungan Universitas Negeri Surabaya), set on 8 November 2023. The regulation declares the university's rooms and areas a smoke-free area (KTR) where producing, selling, advertising, promoting or using cigarettes is banned, but it allows a designated smoking spot (Spot Merokok) that unit heads must place at least seven metres from any building wall (Rector, 2023).

Partial smoke-free campus (smoking in designated areas)

Universitas Negeri Surabaya (UNESA) set its own smoke-free area policy in Rector's Regulation Number 31 of 2023 on the Smoke-Free Area within Universitas Negeri Surabaya, dated 8 November 2023 and issued under the Rector's authority to keep the campus clean, healthy and free of second-hand smoke (Rector, 2023). UNESA defines its smoke-free area (KTR Unesa), in Article 1(3), as "ruangan dan/atau area di lingkungan UNESA yang dinyatakan dilarang untuk kegiatan produksi, penjualan, iklan, promosi dan/atau penggunaan rokok", translated as: rooms and/or areas within the UNESA environment declared prohibited for the production, sale, advertising, promotion and/or use of cigarettes (Rector, 2023). Every unit head (Pimpinan dan/atau penanggung jawab Unit Kerja) must designate a smoke-free area in their own unit and post KTR signage there (Article 3) (Rector, 2023).

Universitas Negeri Surabaya (UNESA) provides for designated smoking area rather than banning smoking everywhere, meeting THE's partial smoke-free tier. UNESA defines a Spot Merokok, in Article 1(5), as "tempat yang dinyatakan diperbolehkan melakukan aktivitas merokok yang syarat dan ketentuannya diatur dalam keputusan ini", translated as: a place declared permitted for smoking activity, whose terms and conditions are regulated by this decision (Rector, 2023). UNESA sets the spot's physical requirements, in Article 7(a): "Area terpisah atau secara fisik berada di luar gedung yang berjarak sekurang-kurangnya 7 meter dari dinding bangunan di lingkungan Unesa", translated as: a separate area, physically located outside the building, at least 7 metres from the wall of a building within the UNESA environment (Rector, 2023). Article 7 (b) further states that the distance is adjusted to the conditions of the work unit. The published regulation therefore provides for designated outdoor smoking locations alongside the prohibitions within KTR; it does not establish a single university-wide smoking spot.
