UNESA commits publicly to preventing corruption and bribery

Universitas Negeri Surabaya (UNESA) has published its commitment to promote integrity and prevent organised crime, corruption, and bribery through Rector's Regulation Number 21 of 2026 on Gratification Control (Peraturan Rektor tentang Pengendalian Gratifikasi di Lingkungan Universitas Negeri Surabaya), which the Rector set on 8 May 2026 and which restates the same principles and aims as, and revoked and replaced, the university's earlier Rector's Regulation Number 23 of 2025 on the same subject, in force from 8 October 2025 to 8 May 2026 (Rector, 2025; Rector, 2026). The current regulation states seven principles, among them transparency, accountability and whistleblower protection, and four aims, among them preventing gratification and building clean, transparent and accountable university governance (Articles 2 and 3) (Rector, 2026). It prohibits various forms of gratification, including money, goods, commissions, discounts, travel facilities, and other benefits, particularly in relation to public and academic services. To be specific, it covers academic activities by prohibiting lecturers from requesting or accepting any form of gratification from students in relation to thesis, master’s thesis, or dissertation supervision and examinations. Likewise, students are prohibited from offering such benefits to supervisors or examiners. Any violations are subject to sanctions in accordance with the applicable regulations. As a matter of fact, in 2026 the Faculty of Social and Political Sciences (FISIPOL) applied the policy at faculty level, while Regulation 23 of 2025 was still in force, through a circular controlling gift giving around thesis examinations (Dean, Faculty of Social and Political Sciences, 2026. Through this faculty, UNESA had also highlighted integrity-zone activities during the Faculty of Social and Political Sciences (FISIPOL “Action Week 2025” (FISIPOL Action Week 2025: Strengthening the Integrity Zone to Support Sustainable Development), demonstrating campus-wide commitment to anti-corruption and transparent governance (Times Indonesia, 2025).

Published principles and commitments on corruption and bribery

Universitas Negeri Surabaya (UNESA) publishes its principles and commitments against organised crime, corruption and bribery through Rector's Regulation Number 21 of 2026 on Gratification Control (Peraturan Rektor tentang Pengendalian Gratifikasi di Lingkungan Universitas Negeri Surabaya), set by the Rector on 8 May 2026 (Article 16) (Rector, 2026). Article 2 bases gratification control on seven principles: transparency, accountability, legal certainty, benefit, public interest, independence and whistleblower protection, and Article 3 states that it aims to prevent and control the receipt of gratification by university employees, prevent conflicts of interest, achieve clean, transparent and accountable university governance, and raise employees' integrity (Rector, 2026). On taking effect, Regulation 21 of 2026 revoked and replaced UNESA's immediately preceding Rector's Regulation Number 23 of 2025 on the same subject, which the Rector had set on 8 October 2025 and which stated the identical seven principles and four aims (Article 15) (Rector, 2025; Rector, 2026). Regulation 23 of 2025 was therefore UNESA's published statement of these principles from 8 October 2025 until it was revoked on 8 May 2026, and Regulation 21 of 2026 has published the same principles since (Rector, 2025; Rector, 2026).

UNESA assigns a Gratification Control Unit (Unit Pengendali Gratifikasi, UPG) at university level, established by the Rector, and at faculty level, established by each Dean, as the body responsible for the policy (Article 8). The UPG drafts and disseminates the gratification control policy, receives, verifies and processes reports, protects the confidentiality of whistleblowers, monitors and evaluates compliance, and reports the results to the Rector and to Indonesia's Corruption Eradication Commission (Komisi Pemberantasan Korupsi, KPK) (Article 9) (Rector, 2026).

In 2026 the Faculty of Social and Political Sciences (FISIPOL) applied the university's gratification control policy at faculty level, while Regulation 23 of 2025 was still in force. Its circular Number B/30804/UN38.4/TU.00.02/2026, set by the Dean on 28 February 2026, bars students from giving gifts, food or drink to thesis supervisors or examiners during or after final examinations, and bars supervisors and examiners from accepting them. A lecturer who unavoidably receives a physical gift must report it to the faculty's gratification control team and hand it over for storage in the gratification cabinet, and a lecturer who receives food or drink must consume it with colleagues, document it with a photograph, and report it to the same team (Dean, Faculty of Social and Political Sciences, 2026).
