UNESA engages stakeholders through participatory bodies

Universitas Negeri Surabaya (UNESA) demonstrates a strong commitment to inclusive and participatory governance by ensuring that local stakeholders, including local government representatives, community leaders, and civil society organizations, have meaningful mechanisms to participate in university decision-making processes.

One clear example of this engagement is the comparative study visit conducted by the UNESA SAKIP (Government Agency Performance Accountability System) Team to the Sidoarjo Regency Government on 18 February 2025. The visit aimed to exchange knowledge and good practices on performance management and institutional accountability while strengthening collaboration between the university and local government. This initiative is documented by UNESA’s Directorate of Planning and Development.

During this visit, both institutions emphasized the importance of adopting the hexa-helix model. This collaborative framework integrates the roles of government, academia, industry, civil society, community groups, and media. Through this model, UNESA actively contributes to local governance and social development while fostering reciprocal participation from local stakeholders in shaping university strategies and institutional policies.

This ongoing engagement reflects UNESA’s role not only as an academic institution but also as a community partner that values shared governance, transparency, and accountability. Through consultative dialogues, benchmarking visits, and collaborative projects with local authorities and community organizations, UNESA provides inclusive channels for external stakeholders to contribute to policy evaluation, institutional improvement, and decision-making processes.

In doing so, UNESA upholds the principles of SDG 16, ensuring strong institutions, participatory governance, and justice through meaningful engagement with local communities and government partners.

Universitas Negeri Surabaya (UNESA), in collaboration with the Surabaya City Government, strengthens community literacy through initiatives that involve students in literacy development and the revitalization of Community Reading Gardens (Taman Bacaan Masyarakat). Universitas Negeri Surabaya (UNESA) engages local stakeholders in its decisions through curriculum public reviews (uji publik kurikulum), which Regulation of the University Academic Senate Number 8 of 2025 requires to involve stakeholders and whose results become the basis for restructuring curricula and for policy decisions (Senat Akademik, 2025). In 2026 its study programmes held these reviews with city and regency government offices, a city council commission, a village government and community organisations (S1 PG-PAUD, UNESA Kampus 5, 2026a; S1 PG-PAUD, UNESA Kampus 5, 2026b; S2 Pengembangan Sumber Daya Manusia, Sekolah Pascasarjana UNESA, 2026). Four community representatives also sit with equal votes on UNESA's highest governing body (Pemerintah Republik Indonesia, 2022).

Participatory bodies to engage local stakeholders

Universitas Negeri Surabaya (UNESA) requires stakeholders to take part in evaluating its curricula. Regulation of the University Academic Senate (Peraturan Senat Akademik Universitas) Number 8 of 2025 on Curriculum Development, set on 3 November 2025, bases curriculum development on the needs of the community and stakeholders, requires curriculum evaluation to involve stakeholders, students, lecturers, professional associations and other related parties, and makes the results the basis for restructuring the curriculum or for policy decisions (Articles 13(2) and 14) (Senat Akademik, 2025).

UNESA's study programmes hold these reviews with local government and civil society. On 29 July 2026 the Master's programme in Human Resource Development held a public review of its curriculum, vision and mission at the Graduate School with stakeholders from provincial and local government, the city council (DPRD), state enterprises, industry, schools and the armed forces, to evaluate and improve the programme (S2 Pengembangan Sumber Daya Manusia, Sekolah Pascasarjana UNESA, 2026). The Early Childhood Teacher Education programme at UNESA Campus 5 held its review at the Dempelan village hall in Madiun Regency, reported on 4 August 2026, to gather input from stakeholders on graduates' competences (S1 PG-PAUD, UNESA Kampus 5, 2026b), and earlier held one with the Head of the Magetan Regency Education Office and early childhood teachers, reported on 25 June 2026 (S1 PG-PAUD, UNESA Kampus 5, 2026a).

UNESA also gives community representatives a vote on its highest governing body. Under its statute, Government Regulation Number 37 of 2022, four of the 17 members of the Board of Trustees (Majelis Wali Amanat, MWA) are representatives of the community, with the same voting rights as other members (Articles 31(1)(d) and 33(1)) (Pemerintah Republik Indonesia, 2022). With these members, the MWA approved UNESA's Strategic Plan for 2025 to 2029 on 2 May 2025 (Majelis Wali Amanat, 2025).
