UNESA recognises an independent student union

FIP UNESA Gelar Pelantikan dan Upgrading Ormawa Periode 2026, Dorong Kepemimpinan Kolaboratif dan Progresif

Universitas Negeri Surabaya (UNESA) actively supports students' freedom of association and contributes to strengthen the quality of student associations by recognising Ormawa (students’ union) as platforms for student representation in faculty decision-making, orientation activities for new students, social and international networking initiatives, and the expression of student aspirations. These organisations include student executive bodies (Badan Eksekutif Mahasiswa, BEM) and student representative bodies at the university and faculty levels. UNESA facilitates the registration and recognition of Ormawa without directly appointing their leaders, who are elected by students through the annual Pemilihan Umum Raya Mahasiswa (PEMIRA). The election uses an electronic voting system authenticated through UNESA’s Single Sign-On (SSO), allowing students to participate in selecting their representatives (S1 Bimbingan Konseling UNESA, 2025).The election outcomes are also publicly documented. On 29 December 2025 the student election commission (KPU Mahasiswa) transparently announced the results of the 2025 Student Election (PEMIRA) vote count for Campus 5 in the presence of the Election Supervisory Board (Bawas Pemira) and witnesses representing every study programme (S1 Pendidikan Matematika Kampus 5, 2025). As a matter of fact, Tevan Agus Setiawan and Exsyel Hendy Basuki were elected and inaugurated as Chair and Vice-Chair of BEM UNESA Campus 5 for the 2025-2026 term, receiving 1,566 votes (S1 Pendidikan Bahasa dan Sastra Indonesia Kampus 5, 2026).

Pasal 56 ayat (1)

"Ketua dan wakil ketua Organisasi Kemahasiswaan dipilih melalui Pemilu Raya (pemira) serentak mulai jenjang Jurusan/Prodi, Fakultas, dan universitas dengan menggunakan sistem e-votting yang mekanisme akan diatur oleh mahasiswa dengan tidak bertentangan dengan peraturan dan tatacara yang berlaku di UNESA."

Union provides governance input to university

Universitas Negeri Surabaya (UNESA) recognises student organisations as channels for providing input into institutional governance. At the Faculty of Languages and Arts (FBS), the Student Representative Council (Dewan Perwakilan Mahasiswa, DPM FBS) organises the Student Aspiration Dialogue, providing a forum for student representatives from different study programmes, the Student Executive Board (BEM), and study-programme student associations (HMP) to raise concerns and make proposals directly to faculty leadership. During the dialogues held in 2025, faculty leaders responded to students’ concerns regarding academic services, facilities, and administrative matters, and identified follow-up actions to improve academic services and communication. The initiative continued with the 2026 edition on 2 June 2026, demonstrating ongoing improvements made by the Faculty (FBS UNESA, 2025a; FBS UNESA, 2025b; FBS UNESA, 2026). This provides evidence of the student union’s input in faculty-level governance.

Union provides support for students

Universitas Negeri Surabaya (UNESA) supports its students through student organisations. At the Faculty of Food Security (FKP), the GATARA student orientation committee supports incoming students through student-organisation-led mentoring, coordinated with faculty leadership and study programmes. Reported on 24 July 2026, the preparations included digital attendance tracking, health-record collection, security posts, and ambulance provision to support students' safety and well-being during orientation (Fakultas Ketahanan Pangan, 2026a). The programme subsequently took place on 18 August 2026, introducing new students to the faculty's academic environment and promoting adaptation, collaboration, and student engagement (Universitas Negeri Surabaya, 2026b). The faculty also reported coordination between student organisers, faculty leadership, and study programmes to refine the orientation arrangements (Fakultas Ketahanan Pangan, 2026c). These activities demonstrate practical student-led support during the transition into university life.

Union provides social activities

Universitas Negeri Surabaya (UNESA) provides social activities through its student organisations. The Student Executive Board of the Faculty of Economics and Business (BEM FEB) organised and hosted a student engagement activity with Universiti Sains Malaysia on 27 August 2026, representing UNESA students in an international student interaction initiative. The activity provided opportunities for students from Indonesia and Malaysia to interact, exchange perspectives, build social connections, and explore opportunities for future student collaboration. Through this student-organisation-led initiative, BEM FEB facilitated cross-cultural engagement and international networking beyond the classroom (Fakultas Ekonomika dan Bisnis, 2026). This provides evidence of an Ormawa-organised social engagement activity at faculty level.

  • UNESA assigns the Directorate of Student Affairs and Alumni (Direktorat Kemahasiswaan dan Alumni) as the unit that registers Ormawa university-wide under Rector's Regulation Number 58 of 2022 on the formation and registration of student organisations (Universitas Negeri Surabaya, 2022), while each faculty's own BEM and DPM run the governance-input, support and social activities described above.
