UNESA extends its waste rules to outsourced services

UNESA's own pie chart of its 2025 spending with local MSMEs by type of purchase, including food and catering (8 percent) and cleaning, security and transport services (10 percent) (Figure 32 of the Social, Economic and Environmental Impact Report 2025, PDF page 56). (Universitas Negeri Surabaya, 2026a)

Universitas Negeri Surabaya (UNESA) extends its waste rules to outsourced services through the agreements of the licensed company that collects and treats its hazardous waste: the Faculty of Medicine's agreement of 6 January 2026 and Klinik UNESA's agreement of 28 July 2026 bind the company to UNESA's occupational safety, health and environment (K3L) requirements on UNESA's premises and to hazardous-waste manifests and treatment certificates (Fakultas Kedokteran, 2026; Klinik, 2026). UNESA buys catering, cleaning, security and transport services from outside providers, Rp21,230,532,738 on catering and Rp25,551,996,595 on cleaning, security and transport services with local micro, small and medium enterprises (MSMEs) in 2025 (Universitas Negeri Surabaya, 2026a), chosen under its Rector's Regulation Number 9 of 2026 (Universitas Negeri Surabaya, 2026b), and its city-approved environmental document for the Ketintang campus covers the canteen and foodcourt of 30 tenants and the management of their domestic and hazardous waste (Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Surabaya;, 2025). UNESA reads these contract terms and city-approved commitments as the extension of its waste policies to outsourced services.

UNESA spending with local micro, small and medium enterprises in 2025 on catering and on cleaning, security and transport services, as reported in the Social, Economic and Environmental Impact Report 2025 (PDF pages 55 to 57).

Type of purchase Spending in 2025 (Rp)
Food and catering 21,230,532,738
Cleaning, security and transport services 25,551,996,595
All local MSME spending, every type of purchase 254,703,641,239

Extension of the policies to outsourced services and the supply chain

Universitas Negeri Surabaya (UNESA) buys catering, cleaning, security and transport services from outside providers. In 2025 UNESA spent Rp21,230,532,738 on food and catering and Rp25,551,996,595 on cleaning, security and transport services with local micro, small and medium enterprises (MSMEs), within a total of Rp254,703,641,239 of local MSME spending (PDF pages 55 to 57) (Universitas Negeri Surabaya, 2026a). UNESA's Rector's Regulation Number 9 of 2026 on procurement, set on 2 February 2026, names catering (jasa boga), cleaning, security, travel and outsourced labour among the recurring annual services for which UNESA may appoint one of its own enterprises (BUM UNESA) as the provider by special appointment (Article 1(26), Article 23(1) and Annex III, section D) (Universitas Negeri Surabaya, 2026b). UNESA's Procurement Management Unit (UPPBJ) is the regulation's centre of procurement expertise (Article 1(7)) (Universitas Negeri Surabaya, 2026b).

The report states that the spending gives local caterers and providers of cleaning, security, transport and technical services a market and keeps campus activity running (PDF page 56) (Universitas Negeri Surabaya, 2026a).

UNESA writes safety and environmental requirements into the agreements of the outsourced company that collects and treats its hazardous waste. The Faculty of Medicine signed an agreement on 6 January 2026, valid from 1 February 2026 to 31 January 2027 (Fakultas Kedokteran, 2026), and Klinik UNESA, the university clinic, signed one on 28 July 2026, valid to 27 July 2027 (Klinik, 2026), with a company licensed to transport and treat hazardous waste. Under Article 4 of each agreement the company must follow UNESA's occupational safety, health and environment (K3L) requirements, including protective equipment and agreed safe working procedures, whenever it collects waste on UNESA's premises (Fakultas Kedokteran, 2026; Klinik, 2026). In the Faculty of Medicine's agreement UNESA must pack infectious waste in prescribed containers (a safety box for needles and a yellow bag with symbol and label for other solid waste), and the company must carry each load with a transport document or electronic manifest, issue a treatment certificate and a record of receipt, and take full responsibility for the waste from UNESA's gate to its plant (Articles 3(1) and 3(2)) (Fakultas Kedokteran, 2026). These terms extend UNESA's hazardous-waste process, described under indicator 12.2.3, to an outsourced waste service. Both agreements carry a confidentiality clause (Article 8), so their terms are given here in summary (Fakultas Kedokteran, 2026; Klinik, 2026).

UNESA's environmental evaluation document for its Ketintang campus, approved by the Surabaya city government on 28 July 2025, commits UNESA to work with a competent, licensed third party for the hazardous waste it produces (PDF pages 29 and 273) (Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Surabaya;, 2025). The same document covers a canteen and foodcourt of 30 tenants (PDF page 74) and records UNESA's answers that canteen outlets will give priority to Surabaya MSMEs (PDF page 34) and that the management of domestic and hazardous waste from canteen and foodcourt activities is covered in the document (PDF pages 39 and 40) (Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Surabaya;, 2025).

Further evidence

UNESA’s waste procedures explicitly include canteen and food-service tenants. The procedure for waste segregation in canteens and F&B tenants, POS B/117538/UN38.III.3/OT.02.00/2026, created on 7 August 2026, assigns duties to tenants, consumers, cleaning staff and TPS 3R personnel. It requires separate handling of food waste, packaging and used cooking oil, with daily container checks and records of materials handed over for processing.

The procedure for waste collection from business units, also dated 7 August 2026, extends source-segregation arrangements to campus business operations. These documents identify operational responsibilities beyond academic departments and establish how waste from service areas enters the university’s collection system.
