UNESA builds on existing sites

Universitas Negeri Surabaya (UNESA) builds on brownfield sites by placing its new Faculty of Food Security (Fakultas Ketahanan Pangan, FKP), opened in 2025, in an existing heritage-listed campus building at Kampus 3, Jalan Prof. Dr. Moestopo No. 4, Surabaya (Fakultas Ketahanan Pangan, 2025b), a site it freed for the faculty by moving the Confucius Institute to the Lidah Wetan campus from mid-February 2025 (Confucius Institute, 2025). This reads the reuse of previously developed campus land and an existing building for a new faculty as building on a brownfield site in THE's sense of "previously developed land".

Building on brownfield sites

Universitas Negeri Surabaya (UNESA) placed its new Faculty of Food Security in an existing, previously developed campus building instead of a new site. In February 2025 the faculty's Deputy Dean for non-academic affairs, Dr. Ahmad Ajib Ridlwan, stated that, on the direction of the Rector, the faculty's lecture building would occupy Kampus 3 on Jalan Prof. Dr. Moestopo, a building listed as cultural heritage (cagar budaya), and that the faculty's field laboratory would use existing UNESA land in Pacet, Mojokerto (Fakultas Ketahanan Pangan, 2025b).

UNESA moved the Confucius Institute out of the Moestopo site from mid-February 2025 so that the building could be reused for the new faculty. The institute relocated to Building T2 of the Faculty of Languages and Arts on the Lidah Wetan campus, and UNESA stated that the old location would be used to develop the Faculty of Food Security (Confucius Institute, 2025).

UNESA runs the Faculty of Food Security from the reused Moestopo site in 2026. In January 2026 the faculty, located at Kampus 3, opened 450 places across its five undergraduate study programmes for the 2026/2027 academic year, with research land, a biotechnology laboratory, a food processing laboratory and an aquaculture pilot unit (Kecemedia, 2026). On 24 April 2026 UNESA's UI GreenMetric team visited Kampus 3 to monitor the faculty's environmental practices on the site (Fakultas Ketahanan Pangan, 2026).

2015: Revitalising UNESA's master plan as an eco-campus

Universitas Negeri Surabaya (UNESA) is committed to transforming its campus into an eco-campus by revitalizing its master plan. This comprehensive plan focuses on sustainable development, addressing environmental concerns such as air, water, and soil pollution, as well as energy and resource conservation. Key strategies include optimizing land use, implementing green building standards, designing culturally appropriate infrastructure, and conserving water resources. The plan also involves relocating the central administration to a new 12-story building in the Lidah Wetan campus, which will serve as a central hub for the university.
