Telecommuting, remote working, or a condensed working week

Universitas Negeri Surabaya (UNESA) allows telecommuting for its employees as a standard practice through a standing Work From Office (WFO) and Work From Home (WFH) scheme set out in Rector's Circular Letter Number B/44908/UN38.II/HK.01.01/2026, issued 6 April 2026, following up a circular of the Ministry of Higher Education, Science and Technology (Kementerian Pendidikan Tinggi, Sains, dan Teknologi) on adjusting working patterns across universities (Rektor, 2026).

Under the circular, every employee of each work unit works from office (WFO) four days a week, Monday to Thursday, and works from home (WFH) one day a week, every Friday, with attendance recorded online through the MyUnesa application, including from the employee's home location during WFH (Article 1, Article 2) (Rektor, 2026). Lecturers are given flexibility to arrange their own Work From Home day according to their teaching schedule, so that each lecturer can take one WFH day a week without disrupting lectures or the tridharma (Article 3(b)) (Rektor, 2026).

Two study-programme pages of UNESA announced the policy's start on 9 and 14 April 2026, confirming that Work From Home began on Friday, 10 April 2026 for all staff, and that unit heads must keep at least 80 percent of a unit's employees working from office at the same time (S1 Pendidikan Bahasa Inggris, 2026; S2 Pendidikan Sains, 2026). The second announcement recorded that the scheme combines four WFO days with one WFH day, that lecturers may arrange one WFH day without disrupting teaching, and that it forms part of a wider set of energy-efficiency and mobility measures, including a minimum 25 degrees Celsius air-conditioning setting and a reduction of non-essential official-vehicle trips (S2 Pendidikan Sains, 2026).

UNESA applies the policy university-wide, to the whole workforce (seluruh pegawai) of Universitas Negeri Surabaya, not one faculty or unit, and the circular states that its implementation will be monitored and evaluated periodically (Article 6) (Rektor, 2026).
