UNESA recruits students from underrepresented groups through disability and affirmative tracks

Universitas Negeri Surabaya (UNESA) takes planned action to recruit students from underrepresented groups through the standing disability track (jalur disabilitas) and affirmative track (jalur afirmasi), set out in Rector's Regulation Number 14 of 2024, which took effect on 28 May 2024 and replaced the earlier Rector's Regulation Number 8 of 2023, and run again in the 2025 and 2026 intakes (Admisi, 2025; Universitas Negeri Surabaya, 2024). No source names a planned action to recruit staff or faculty from underrepresented groups.

Historical policy clarification: Rector's Regulation Number 8 of 2023 established an earlier framework for student admissions at UNESA. The university's official legal documentation records this regulation as revoked; therefore, Rector's Regulation Number 14 of 2024 is cited as the current governing admissions policy (Universitas Negeri Surabaya, 2023; 2024).

Planned action to recruit students from underrepresented groups

Universitas Negeri Surabaya (UNESA) runs a planned admissions track to recruit students with disability and students from affirmative action groups, set out in Article 7(1) letters e and f of Rector's Regulation Number 14 of 2024 on the Admission of New Students, which took effect on 28 May 2024 and revoked the earlier Rector's Regulation Number 8 of 2023 (Article 19(1)), carrying the same tracks forward under the same article and paragraph numbers (Universitas Negeri Surabaya, 2023; Universitas Negeri Surabaya, 2024). Article 7(6) details the disability track as a standing, not one off, part of UNESA's independent selection for every intake, defining it as a new student admission programme UNESA runs for prospective students with disability through a written test and an interview (Universitas Negeri Surabaya, 2024).

In 2025 UNESA's admissions office opened registration for the disability and achievement tracks until 31 May 2025, with the disability track's interview held on 3 June 2025 at Campus II Lidah Wetan (Admisi, 2025). In 2026 UNESA opened five independent tracks, including the disability track, from 5 to 29 May 2026 (S1 Pendidikan Guru Sekolah Dasar, 2026). On 29 May 2026 the Faculty of Food Security's Vice Dean for Academic Affairs, Prof. Dr. Isnawati, joined the panel interviewing achievement and disability track applicants, saying UNESA looks beyond a certificate or an impairment to a candidate's character and dedication (Fakultas Ketahanan Pangan, 2026). On 15 July 2026 UNESA extended the tuition fee payment deadline to 23 July 2026 for new students admitted through, among other routes, the disability and achievement tracks (S1 Pendidikan Bahasa Jepang, 2026).

As complementary institutional evidence, the official 2023 CPNS recruitment announcement hosted by UNESA includes lecturer positions, a disability allocation column in its staffing tables, and application procedures for candidates with disabilities. This indicates that disability considerations were addressed in the publicly documented civil-service recruitment framework. It does not, by itself, establish that UNESA allocated a disability-specific lecturer position or appointed a lecturer with a disability, and staff recruitment is supplementary rather than direct evidence of student recruitment under Indicator 10.6.3 (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, 2023).
